Who
The council of eighty-seven African bishops held at Carthage on 1 September 256 under Cyprian, whose recorded opinions all held that those baptized by heretics must be baptized on entering the Church, against Pope Stephen, who upheld the Roman custom of receiving them by the laying on of hands. The Church later followed Stephen, but the council's proceedings were received among the canonical texts of the East, and Cyprian's letter to Januarius on the same question stands with them.
