Who
The council held under Justinian II in the domed hall (trullus) of the palace at Constantinople in 692 to supply the disciplinary canons that the fifth and sixth ecumenical councils had not passed, hence "Quinisext". Its 102 canons fix the Eastern rule on married clergy, forbid the Roman Saturday fast, list the canons the Church receives, and order that Christ be depicted as a man and not a lamb. Rome never accepted it in full, and the Latin West counts it as a local council.
