Who

The synod "in Encaeniis", held at the dedication of Constantine's Golden Church in Antioch in 341 in the presence of the emperor Constantius. Its doctrinal creeds sidestepped the Nicene wording, but its twenty-five canons on bishops, provinces, appeals and clerical discipline were received into the code of the Church and quoted at Chalcedon.
