Who

A synod held at Constantinople in 394 under the patriarch Nectarius, with Theophilus of Alexandria and Flavian of Antioch, over the disputed see of Bostra. Its one ruling, that a bishop may not be deposed by two bishops but only by a larger synod, was received into the code of canons.
