And you, O Bethlehem Ephrathah…from you shall come forth before me the Messiah, to exercise dominion over Israel, he whose name was mentioned from of old, from ancient times. Then they shall be handed over in the time when she who is in labour gives birth…He shall arise and rule with might from the Lord.

Why Pitre cites it
'From you shall come forth before me the Messiah… they shall be handed over in the time when she who is in labour gives birth.' The Targum reads Micah's ruler as the Messiah and keeps the mother in travail.
